The decision should be based on five separate questions:

  1. What equipment is installed? Older homes may contain legacy panels, fuse equipment, split-bus designs, or components with equipment-specific recalls or documented concerns.
  2. What condition is it in? Damage, corrosion, deterioration, unsuitable modifications, or other equipment problems can justify panel work even when additional amperage is not required.
  3. Does the home have enough electrical capacity? The existing service has to support the loads already present plus realistic new loads being planned.
  4. Is the panel actually the problem? Older branch wiring or other electrical-system limitations are separate issues that a new panel does not automatically correct.
  5. What projects are actually coming? A remodel, heat pump, electric water heater, EV charger, electric cooking, or another major load can change the value of upgrading now.

The useful question is not simply “How old is the panel?” It is “What electrical problem would replacing or upgrading it actually solve?”

Does a 100-Amp Old House Automatically Need 200-Amp Service?

No.

A 100-amp service in an older home deserves closer evaluation when substantial new electrical loads are being added, but 100 amps by itself does not prove that the home requires a 200-amp service upgrade.

ENERGY STAR currently identifies 65-, 100-, and 125-amp main service sizes, along with very limited breaker space, as conditions under which an electrical upgrade may be needed. It recommends evaluating the home's capacity together with the electric equipment the homeowner plans to add.

  • a heat pump
  • a heat-pump water heater

  • a major addition or remodel

Two older homes with the same service rating can therefore reach different conclusions because their existing and planned electrical loads are different.

Breaker or circuit space describes whether the existing panel can physically accommodate the required circuit arrangement.

The value of panel or service work can change when an older home is approaching a project that will materially increase electrical demand.

Examples include:

  • converting heating equipment from fuel to electric
  • adding an EV charger
  • installing electric water heating
  • switching to electric cooking
  • building an addition
  • completing a major kitchen or whole-home renovation

In those situations, the existing panel and service can be assessed against work the homeowner actually intends to complete.

That is a better basis for increasing capacity than vague “future-proofing.”

Additional service capacity should be tied to realistic planned loads rather than the assumption that a larger service is automatically better.

The stronger approach is to identify the exact manufacturer and equipment, check whether a documented recall, inspection program, or other equipment-specific concern applies, and evaluate the condition of the installation.

This matters because some federal safety actions have involved specific breaker models or manufacturing periods rather than every product sold under a particular brand.

Federal Pacific Stab-Lok Has a Documented CPSC History

Federal Pacific Electric Stab-Lok equipment deserves careful evaluation because concerns about these breakers are supported by a documented U.S. Consumer Product Safety Commission investigation.

The investigation began after Federal Pacific's parent company reported that many FPE breakers did not fully comply with Underwriters Laboratories requirements. CPSC testing confirmed that certain breakers failed some UL calibration-test requirements.

However, an important qualification is often lost in online discussions:

CPSC did not issue a blanket recall of Federal Pacific Stab-Lok panels, and closing the investigation was not a determination that the breakers were either safe or unsafe overall.

When CPSC closed the investigation in 1983, it said the available information did not establish that the breakers posed a serious risk of injury. The agency later emphasized that the closure was made without determining the overall safety of FPE circuit breakers or accepting the manufacturer's position.

For a homeowner, the practical conclusion is not that every FPE panel was federally recalled. It is that identified Stab-Lok equipment has enough documented history to justify professional evaluation of the actual installation.

Specific Recalls Matter More Than Internet Brand Blacklists

Other older electrical equipment demonstrates why the exact model and manufacturing period can matter more than the brand name by itself.

Challenger HAGF GFCI Breakers

In 1988, Challenger Electrical Equipment Corp., working with CPSC, offered replacement of approximately 9,000 HAGF-15 and HAGF-20 ground-fault circuit-interrupter breakers manufactured between February 22 and April 29, 1988.

The identified problem involved a mechanical component that could detach and prevent the ground-fault protection feature from operating. CPSC noted that the normal overload and short-circuit functions of the affected breakers were not impaired by that defect.

That action applied to specific breakers; it was not a recall of every Challenger electrical panel.

Certain I-T-E Load Centers

CPSC also documented a Siemens inspection and correction program involving certain I-T-E load centers after some units were manufactured with components made from incorrect material that could cause overheating and malfunction.

The program applied to identified production periods and included specific date-code instructions for determining which equipment required inspection.

  • look for visible exterior corrosion, scorching, broken parts, or other obvious damage

Do not remove the dead-front cover or expose internal wiring simply to identify the equipment.

  • What physical condition problem was found?
  • Would the panel need replacement even if no additional electrical capacity were being added?
  • If more service capacity is recommended, what load assessment supports it?
  • Is the primary limitation the panel, branch wiring, electrical capacity, or more than one of these?
  • What equipment beyond the panel would change?
  • Will the project affect the meter, service conductors, utility connection, permits, or inspections?

Two contractors can both describe their proposal as a “panel upgrade” while recommending substantially different scopes of work.
